Assault on reason, Obama: Refund taxes funding Social Security

The first phalanx of 77 million-plus baby boomers began retiring this year. Demographers have warned for decades that paying for the Social Security and Medicare benefits of these boomers will be among the most difficult challenges America will face in the 21st century. That&#039;s because we&#039;re slowly moving from a nation in which there are four working taxpayers for every retiree to a nation with a 2-1 ratio. 

To their credit, presidential candidates Barack Obama and John McCain have said Washington has been remiss in not tackling this long-pending problem and have vowed to do something about it once in the White House. 

Nevertheless, buried in Sen. Obama&#039;s complex tax plan is a proposal to permanently wipe out billions in annual Social Security funding. The Illinois Democrat wants to give a tax credit of $500 to 90 percent-plus of individual taxpayers to partly refund the 6.2 percent payroll tax on the first $102,000 of income that these workers contribute to Social Security (with their employers contributing a like amount). 

How does this make sense? Even if Obama succeeds in requiring individuals making over $200,000 to pay more payroll taxes, finding adequate funding for Social Security is going to be a headache for generations to come. Why assault one of the foundations of entitlement funding? 

The answer: Because Obama&#039;s campaign promise of tax relief for 95 percent of Americans wouldn&#039;t work without some sabotage of Social Security. The fact is that in 2006 46 million of the 136 million individual tax filers in the United States paid no federal income tax. So how do you give a “tax cut” to the one-third of workers who don&#039;t pay income taxes? In Obama land, you refund their Social Security taxes – whatever the consequences. 

There are many elements of the Obama tax plan that are a cause for concern. For example, his push to raise corporate and capital gains taxes at a time when America&#039;s economic rivals are cutting such taxes is a recipe for stagnation (or worse). But for simple, straightforward wrongheadedness, cutting the payroll tax that already barely keeps Social Security afloat can&#039;t be topped.</description>
